    Lutz, Florida – Florida Senate Education Chairman John Legg (R-Lutz) filed Senate Bill 790 (Education Technology).

    Senate Bill 790 creates a framework for Florida’s digital classrooms through establishing a statewide policy centered on local control.

    The Florida Digital Classroom Initiative (SB 790 Educational Technology) includes the following highlights:

    •Provides key funding focused on improving student performance and transforming teaching and student learning through measurable student performance outcomes, digital learning and technology infrastructure, professional development, digital tools, and online assessment capacity and compatibility.

    •Requires the Commissioner of Education to develop a Florida digital classrooms plan.

    •Requires each district school board to adopt a digital classrooms plan that meets the unique needs of students, schools, and personnel.

    •Requires each district school board to annually submit the district’s digital classrooms plan to the Department of Education for approval.

    •Requires each district school board to annually report the use of funds in accordance with the district’s digital classrooms plan to the Department.

    •Provides funding for Florida digital classrooms through FEFP in an amount up to 1 percent of base student allocation multiplied by the total K-12 FTE equivalent student enrollment or as provided in the General Appropriations Act.

    •Requires public schools to provide to students in kindergarten through grade 12 with opportunities to improve digital literacy and competency.

    Florida’s Digital Classrooms Initiative will assist our school districts in enhancing learning by harnessing technology,” said Senator Legg. “Expanding opportunity in digital tools will empower students to succeed as they progress toward college and careers. Senate Bill 790 allows schools to meet their unique needs in a dynamic way that connects with students.”

    As part of our joint House and Senate Work Plan 2014 legislative agenda, and through the visionary leadership of Senator John Legg and Speaker Will Weatherford, beginning in 3rd grade and continuing through high school, CAPE Digital Tools such as word processing, cyber security, multi-media communication, on demand assessment, tutoring, data spreadsheet, and coding will become part of a Florida student’s toolbox used to improve student achievement and link education to the realities and opportunities of the economy,” said Florida Senate President Don Gaetz (R-Niceville).

    Today, companies seek employees with a mastery of emerging technologies,” said Pasco County Superintendent Kurt Browning. “I applaud our state leaders’ efforts to secure the electronic infrastructure needed for breakthroughs in digital learning.”

    iPhone “selfie” forces thief to turn himself in

    Lake Worth, Florida — On December 15, 2013, between the hours of 10:00 a.m. and 12:00 p.m., a victim’s phone was stolen from her while she was at work. The victim works at Benny’s on the Beach in Lake Worth, and didn’t notice the phone was gone until near the end of her shift.

    On January 30, 2014, Palm Beach County Sheriff’s Office detectives were provided with a photo of the suspect by the victim. The suspect apparently took a great quality “selfie” using the victims stolen iPhone. Not only was it the male suspect who stole her phone, but the victim remembered seeing him with a group of his friends at Benny’s on the day her phone went missing.

    The photo of the suspect was then circulated as a “person of interest” photo on Facebook and Twitter.

    On February 3, 2014, after the “selfie” had circulated on Facebook to the point where everyone recognized the suspect, Jess Ewald, 19, had no choice but to turn himself in.

    The Palm Beach County Sheriff’s Office said this situation is a perfect example of how social media can assist in catching criminals by simply clicking share.

    Ewald was arrested and charged with Grand Theft.

    Ocala, Florida — Delivery drivers are warned to be aware of their surroundings and use caution when delivering food.

    On February 2, 2014, Officer Fried responded to 303 SE 17th Street #103 (Wok ‘N Roll) to make contact with the victim of a Robbery with a Firearm that occurred at 3008 NE 4th Court (Deer Run).

    According to reports, the delivery driver drove to 3008 NE 4th Court to deliver an order of food valued at $57.25. The victim stated he walked up to the door of the apartment and rang the door bell, shortly after, two black males answered the door. Both were dressed in black pants, long sleeved black hoodies, and white masks. The victim told police one of the men also had a black handgun.

    The victim told police, while one of the suspects pointed the gun at him, the other black male said, “Give me all your money…and the food.” The victim said he quickly complied with the suspects demands, handing over $200 and the food. The suspects then motioned for the driver to walk away while yelling, “Go Go Go.”

    The call that was placed to Wok ‘N Roll registered as a blocked number on caller-id and the apartment was vacant, according to reports. Both suspects are described as black males, approximately 6’0 to 6’2, weighing approximately 200 to 225 lbs.

    Chemist Joseph Graves Switched Evidence In Thousands Of Cases; Marion County On List

     

    FDLE Chemist Joseph Graves, ocala post, ocala, op, bannerTallahassee, Florida – Florida Department of Law Enforcement Commissioner Gerald Bailey announced that FDLE has begun a review of all cases processed by a chemist in FDLE’s Pensacola Regional Crime Laboratory.

    Last week, in conjunction with the Escambia County Sheriff’s Office and State Attorney William Eddins’ Office, FDLE began an investigation into missing prescription pain pills from the evidence room at the Escambia County Sheriff’s Office. The missing drugs had been replaced with over-the-counter medications.

    On Thursday January 30, 2014 investigators determined that each case with missing drugs had been analyzed by one FDLE Pensacola chemist identified as Joseph Graves. The FDLE Office of Executive Investigations opened a criminal investigation against Graves, he resigned his position shortly after. In Graves’ resignation letter he told the state he wants money he feels is owed to him immediately.

    FDLE is reviewing evidence from all cases handled by Graves between 2006 and present. Each regional Special Agent in Charge is contacting local law enforcement leaders and state attorneys so that they may take appropriate action regarding pending cases.

    Beginning Monday, FDLE teams will be deployed to impacted agencies to inspect all evidence handled by Graves to confirm cases potentially compromised. Graves worked nearly 2,600 cases for 80 law enforcement agencies spanning 35 counties and 12 judicial circuits; potentially damaging every case he has been involved in and possibly threatening thousands of convictions obtained by prosecutors. FDLE agents said the quantity of drugs switched by Graves is quite large, and agents are not sure if Graves is a user or a trafficker.

    According to FDLE officials, Graves is not cooperating with investigators and charges have not been filed against Graves at this time.

    Morale is at an all-time low for the men and women of the Marion County Sheriff’s Office.

    A not so great leader once remarked that “I don’t care about their morale as long as they do their job.”

    The current situation of rancor and animosity between the Marion County Commissioners and Marion County Sheriff Chris Blair over the operating budget, deplorable condition of the vehicle fleet deputies are driving, low pay and the total breakdown of communication with the rank and file is rapidly reaching a boiling point. The men and women working daily on the front lines, protecting the citizens of Marion County deserve better than to be used as pawns in a testosterone battle.

    It is any wonder confidence in government no longer exists when elected officials are more concerned about petty differences than in finding a reasonable solution.

    The Sheriff and the deputies will likely reach an impasse in negotiations if the Sheriff’s negotiation team continues with delaying tactics, which will cause the County Commission to resolve disputed issues in the collective bargaining agreement between the Sheriff and the Fraternal Order of Police.

    The Fraternal Order of Police has tried to reach agreement on many contract articles, yet the Sheriff’s negotiation team rebuffs any agreements. Fleet managers across the nation dealing with law enforcement vehicles have policies in place to address the replacement of fleet vehicles. Once the cost of repair exceeds the value of the vehicle, once the age and condition of the vehicle exceeds the useful life of the vehicle it is time to replace. One third of the fleet should be cycled out and replaced every year. It is irresponsible leadership when 70% of the Marion County Sheriff’s vehicles have logged over 100,000 miles and continually breakdown. It is also ludicrous to suggest the deputies stop in the middle of an emergency call or a pursuit to “change cars at the local Jiffy store.” If they were responding to your life threatening situation, minutes count. You want them to arrive within a minimum response time to protect your family or save a child’s life.

    We ask Sheriff Blair to sit down and negotiate in good faith with the F.O.P. on contract issues for the men and women of the Marion County Sheriff’s Office. We ask the Marion County Commissioners to educate themselves on public safety best practices for the citizens they represent and work together with the men and women who deliver public safety to the citizens they represent.

    The community deserves better.

    Publix Theft Leads To Witness Intimidation

    Ocala, Florida — On January 26, 2014 members of the Ocala Police Department responded to the Publix located at 3450 East Silver Springs BLVD. in reference to a retail theft that was reported by the store manager.

    The store manager told police that he saw the suspect, later identified as Vantice Beshears, select three items; Claritin Allergy medicine, Nexxus Shampoo, and a whole submarine sandwich and hide them under his clothes. The manager said Beshears then bypassed the registers and exited the store to the parking lot.

    According to reports, the store manager followed Beshears to the parking lot and identified himself as the store manager, but Beshears kept walking and eventually crossed NE 36th Avenue. The store manager saw Beshears squeeze through a fence of a closed business and passed that information on to police.

    Beshears was located in the fenced business and arrested, he was released from jail the next day.

    On January 30, 2014 police were contacted by the store manager who stated that someone had called the Publix store he manages and threatened to sue him (The Manager) if he didn’t drop the charges against Beshears. The manager told the caller he could not discuss it and hung up. Approximately 20 minutes later another call came in, this time the person was claiming to be a police officer, the caller left a message advising the store manager needed to call him back “ASAP”. The caller did provide a number for a return call.

    Beshears was questioned at his residence where he admitted to officers he was trying to intimidate the store manager into dropping the charges. Beshears also admitted to contacting the Publix corporate office in an attempt to have the charges dropped. He denies identifying himself as a police officer.

    A warrant was issued for Beshears arrest and he was arrested later that day.

    He is now being held at the Marion County Jail on charges of Obstructing Justice-Harassing a Witness and Violation of Probation.

    Beshears has previously served jail time for Leaving the Scene of an Accident with Injuries and DUI Causing Serious Bodily Injury to Another.

    Bronx, New York Bust Yields $8 Million In Smack

     

    Bronx, New York — Last night, members of the New York Drug Enforcement Task Force comprised of agents and officers from the Drug Enforcement Administration (DEA), New York City Police Department (NYPD) and the New York State Police (NYSP) dismantled a massive operational heroin mill at 2910 Wallace Avenue, Apartment #2E, Bronx, New York.

    Over $8 million worth of heroin “Smack” (13 kilograms) and hundreds of thousands of stamped glassines (A very thin and smooth paper that is air and water resistant, often used by drug dealers) branded with names such as ‘NFL’, ‘Government Shutdown’, and ‘iPhone’ were seized. Agent also recovered $130,000 in cash that was stuffed in a black duffel bag.

    A team from the DEA’s New York Drug Enforcement Task Force – comprised of DEA Special Agents, New York City Police Department Detectives and New York State Police Investigators – conducted surveillance in the vicinity of 2910 Wallace Ave., in the Williamsbridge section of the Bronx, as part of an ongoing investigation into heroin distribution organizations operating in the Northeast region of the United States. At approximately 4:30 p.m., agents and investigators observed an individual carrying two bags, one of which contained a green box. The individual, later identified as CRISTINO THEN, entered 2910 Wallace Ave. and walked up the stairs. Shortly thereafter THEN was observed exiting the building empty handed. Agents and officers stopped THEN to investigate his explanation as to why he was at the building.

    Simultaneously, another individual was observed climbing out of a fifth floor window of the same building onto a fire escape. Agents apprehended this individual, later identified as AUGUSTIN RIVERA, aka “JOSE THEN,” as he attempted to flee. Subsequently, Task Force members used the fire escape to access the same window, which was open, and entered a fifth floor apartment. Inside, they found a fully operational heroin mill. Agents and officers seized approximately 13 kilograms of “smack” (heroin) (33 pounds) and hundreds of thousands of individual glassine envelopes/bags (A very thin and smooth paper that is air and water resistant, often used by drug dealers) stamped with numerous brand names, including “NFL”, “government shutdown,” “iPhone”, and “Olympics 2012.” Also recovered from the heroin mill were scales, 18 coffee grinders, rubber bands, baking soda and face masks. In typical heroin mill operations, coffee grinders are often used to cut pure heroin with diluting agents, such as baking soda. Individual dosages are then packaged into small glassine bags for retail distribution.

    The Office of the Special Narcotics Prosecutor is prosecuting RIVERA and THEN. A criminal complaint charges both defendants with one count each of Criminal Possession of a Controlled Substance in the First Degree, Criminal Possession of a Controlled Substance in the Third Degree and Criminally Using Drug Paraphernalia in the Second Degree. RIVERA and THEN are expected to be arraigned in Manhattan Criminal Court, 100 Centre St., this afternoon.

    DEA Acting Special Agent in Charge James J. Hunt stated, “Heroin is pummeling the northeast, leaving addiction, overdoses and fear in its wake. The New York Drug Enforcement Task Force faced this threat with uniformed police work which resulted in the dismantlement of a heroin mill located in the Bronx that had resources to distribute over half a million heroin glassines throughout the streets of New York.”

    Special Narcotics Prosecutor Bridget G. Brennan said, “A seizure of this size should open everyone’s eyes to the magnitude of the heroin problem confronting us. We’ve heard from public officials throughout the Northeast of soaring addiction within their own localities. Last night we seized 33 pounds of heroin in the Bronx, which could be transformed into millions of user-ready glassine packages, saturating the region. The brand names used are tied to upcoming events, indicating the savvy and sophistication of the heroin distribution ring.”

    New York City Police Commissioner William J. Bratton said, “Thanks to the efforts of the investigators in this case an operation that would have led to the sale and distribution of illegal drugs on the streets of New York City has been thwarted.”

     

    New York State Police Superintendent Joseph A. D’Amico said, “The hard work and partnership between the Drug Enforcement Administration, New York State Police, New York City Police Department and New York City Office of the Special Narcotics Prosecutor is responsible for preventing a large amount of a highly addictive and dangerous drug from making into our communities. These individuals were operating a multi-million dollar heroin mill out of an apartment with plans to distribute this illegal drug on our streets. I commend the considerable efforts and dedication of our agency personnel and our law enforcement partners who were able to pinpoint this drug activity and put a stop to this drug operation.”

     

    Human Trafficking Suspect Arrested; One On The Run

    Polk County, Florida — Deputies with the Polk County Sheriff’s Office responded to 704 Byni Ridge Drive off of Thornhill Road in Winter Haven in response to a well-being check.

    According to reports, a tip came in about a 21-year-old female that was being held captive and sold for sex. A victim was found and rescued from the residence.

    Authorities say Marisol Rodriguez, 21, and Devin “Smooth” Dixon, 29, were holding the victim against her will as well as forcing her to have sex with Mexican men for money. Rodriguez and Dixon would negotiate prices with Mexican men and collect U.S. currency up-front. Dixon would then give the victim instructions on what to say and what to do while engaging in sexual intercourse with the men. Dixon told the victim if she didn’t cooperate there would be “severe punishing consequences” to her if his instructions were not carefully followed.

    The victim told investigators that at one point she told Rodriguez she (Victim) did not want to be sold for sex anymore and attempted to leave the residence. Rodriguez began beating the victim, hitting her in her body, and slamming her to the floor. Rodriguez then yelled for Dixon, he then began beating the victim and told her (Victim), “You are my property, you now belong to ‘Smooth’.”

    According to reports, during questioning Rodriguez admitted to human trafficking and her involvement in the physical beatings that were inflicted upon the victim when she (Victim) tried to leave the residence.

    Rodriguez told investigators that her boyfriend “Smooth” was also involved in holding the victim captive, beating her (Victim), and selling her for sex.

    In this most recent arrest, the human trafficking victim was saved from further harm when a friend reported the abuse to the Sheriff’s Office. We encourage anyone who has information about someone being victimized to please report it to law enforcement. Working together, we can make a positive difference,” Said Sheriff Grady Judd. “Human Trafficking is one of those crimes you hear about and hope to never find in your backyard. Unfortunately, it has happened here in Polk County. We will work with this victim to get her the physical and psychological help she needs to recover from this heinous crime, and we will work with the State Attorney’s Office to ensure these two suspects are prosecuted to the fullest extent of the law.”

    Rodriguez has been arrested five other times by Polk County Deputies. She has charges ranging from Driving While License Suspended to Aggravated Assault with a Deadly Weapon. She was last released from jail on September 28, 2013.

    Rodriguez was arrested and booked into the Polk County Jail. She is charged with one count Human Trafficking and one count Principal to Human Trafficking.

    Devin “Smooth” Dixon is on the run, and a warrant has been issued for his arrest. He may have ties to the Tampa area as well as other areas in Central Florida.

    He is described as a black male, 6’3” tall, 250 pounds. He may be driving a 2005 Cadillac STS with Florida tag CBZ M17.

    Ocala, Florida — Residents should beware of door-to-door salesmen offering meats for sale, or offering to take orders for meat to be delivered.

    The scam or sales pitch goes something like this: A “salesman” will come to your door and say he or she is from a local food service delivering meat to a neighbor that just happens not to be home at that time. The “salesman” may then say something like, “Since I am in the area would you like to buy some meats? I will be in the area for one day only.” Residents have also reported high pressure “salesmen.” The “salesman” may begin to ask about your shopping habits and ask if you have room in your freezer, and in some cases, insisting to see your freezer. The “salesman” may also claim the meat they have to offer is left over from a local restaurant.

    The “salesman” may be using the company name of Favorite Choice Meats with a fraudulent address of 20372 East Pennsylvania Avenue, Dunnellon, Florida. Neither the company name nor the address is registered to conduct business in Dunnellon.

    In the Marion County area, residents have reported seeing both a white and red pickup truck with a freezer in the bed of the truck. Additionally, some Marion County residents have reported instances in which they were offered drugs after refusing to buy meat.

    Many times, the door-to-door meat “salesmen” prey on the elderly, using tricky language to confuse the buyer. The “salesman” may offer meat at an extremely low cost, but actually charge credit cards hundreds of dollars over the estimated price. Or a brochure is produced showing a 30 ounce porterhouse steak for $20.00, but upon opening the steak it is actually only four ounces. Other tactics used on victims involve placing an order, paying $400 by credit card, but the buyer never receives the goods. Often times, if the meat is delivered after payment, the meat will be spoiled upon delivery.

    Direct USA Foods is also a company that may go door-to-door selling packaged meat deals. And while they are registered to conduct business in Florida, they have a long list of complaints with the Better Business Bureau as well as Rip Off Report.

    Residents are asked to use caution when dealing with door-to-door meat salesmen. If you suspect you are the victim of a scam you are asked to contact your local law enforcement.

    Migraine Headaches May Cause Shrinkage In Men

    Migraine Headaches, Marion CountyA study by the journal of Neurology says it could shrink by two percent if men suffer from migraines and depression. The study is not referring to penis size, so men, you can relax.

    The study is actually referring to brain shrinkage. Researchers conclude that as of right now between 10 percent to 12 percent of Americans suffer from migraine headaches or depression. Researchers have also concluded that in some cases, migraines have actually caused depression.

    The average brain size of a male who suffers from migraines and depression is two percent smaller than those that do not. And women, before you start thinking that the “women are smarter than men” debate has just been settled, you may want to hold that thought for just a minute. Women as well as men can be affected by this .While only 12 percent of the U.S. population may be affected by migraines, six percent are women. According to the study, of the 12 percent, four percent of the population actually suffer from both, depression and migraine headaches.

    While the combination of depression and migraines showed a two percent decrease in brain size, researchers say that it is not enough to affect a person’s daily life even though migraines or the migraine and depression combo may affect a person’s thinking.

    According to researchers, brain shrinkage can be controlled by increasing your vitamin B12 intake. Lower B12 levels have been associated with smaller brains. Men, the next time you want to go out for a steak and your wife says no, tell her it is a must, as steak contains the B12 you need. Fish, eggs and many dairy products are also high in vitamin B12.

    Additionally, a study in the January 27, 2014 issue of Journal of the American Medical Association says experts now fear that frequent migraines may be associated with brain damage, and are linked to an increased likelihood of brain lesions. And while it is not yet known if the lesions cause further health problems, doctors say it is more evidence migraines should not be treated as simple, episodic headaches, but rather a chronic condition similar to asthma or epilepsy.

    Would-be Rapper Raped Woman At Hilltop Manor In Ocala

    Ocala, Florida — On January 26, 2014, the Marion County Sheriff’s Office received a call in reference to a 19-year-old girl that had been raped at the Hilltop Manor Apartments.

    Upon arrival, Deputy Jones made contact with the victim, who was sitting on the couch in the living room of the apartment.

    According to reports, the victim told the deputy that a man known as “Soulja” had raped her on the couch where she was sitting. The victim said he forced himself on her and that she was anally penetrated. She also said that non-consensual vaginal contact was made by the suspect.

    The victim told the deputy she was still wearing the same clothes she had been wearing at the time of the rape and that she had “wiped” and placed the tissue in the bathroom after she was attacked. That evidence was later collected for DNA testing.

    A witness, who resides in the apartment, told the deputy that she has known “Soulja” for approximately two months. The witness advised she had met “Soulja” on Facebook and had agreed to meet him on January 26, 2014, at 2 .am., for a “booty call”. According to the witness, she had consensual sex with “Soulja” in her bedroom, then she fell asleep. The witness advised she did not learn about the rape until she woke up and the victim told her about it.

    Further investigation revealed that “Soulja’s” real name is Dontae L. Davis, who is known as “Soulja Million”. Davis is a known rapper in his neighborhood, who lives a life of violence and drugs.

    Davis was first arrested in 2007, when he was just 18-years-old, and was convicted of Premeditated (First Degree) Attempted Murder with a Firearm. However, he was only sentenced to four years in prison. He was released in early 2012 with two years probation attached to his release. In November of 2012 a warrant was issued for Davis’ arrest after he fled the scene of an accident. He was arrested and released in Febuary 2013 after serving three months in jail.

    Davis fled the scene after the incident, but he was later located and arrested. Davis is facing charges for Forced Sexual Battery with a Weapon, Resisting Arrest, and Violation of Probation.

    Tallahassee, Florida — The Florida Department of Health today highlighted Governor Rick Scott’s proposed 2014-15 “It’s Your Money Tax Cut Budget” which will invest in key areas to improve the health of Florida’s families and communities. The budget prioritizes cancer research and treatment, protecting the health and safety of Florida’s children with special medical needs and promoting healthy lifestyles.

    Governor Scott’s commitment to health for all people in Florida is demonstrated in this year’s budget,” said State Surgeon General and Secretary of Health Dr. John Armstrong. “With public-private collaboration and a sustained focus on Healthiest Weight, the ‘It’s Your Money Tax Cut Budget’ will lead to better health and a brighter future for Florida’s children, adults and families.”

    Cancer Research

    Governor Scott’s proposed 2014-15 budget provides $80 million to assist Florida’s existing cancer centers to become National Cancer Institute (NCI)-designated Cancer Centers and to promote peer-reviewed research in cancer and tobacco related diseases. NCI-designated Cancer Centers are on the frontline of developing and implementing new treatments for cancer patients. Investment in cancer care and research can improve the quality of life for Floridians, promote the state’s economic vitality and create more jobs in science, technology, engineering and math (STEM).

    “The Governor is placing Florida in a national leadership role for cancer research and treatment,” said State Representative Marti Coley. “This investment will help find cures and bring hope to so many families whose loved ones are battling cancer.”

    “In Florida we are addressing cancer in a systematic manner that involves evidence-based research and a peer-reviewed process,” said Dr. Thomas J. George Jr., Chair of the Florida Cancer Control and Research Advisory Council (C-CRAB). “To win this war against cancer, we must keep a long-term view and this new funding proposed by Governor Scott is an investment in ongoing improvement and continued excellence among Florida’s premier cancer institutions.”

    With more than 114,000 Floridians expected to receive a cancer diagnosis this year, it is encouraging to see research as a top priority in this year’s budget,” said Ralph DeVitto, Executive Vice President of the American Cancer Society’s Florida Division. “We have an opportunity for greater collaboration across the state so that Floridians can enjoy more birthdays with their families, free from the burden of cancer.”

    Protecting Children

    This year’s budget proposes $2.8 million to strengthen the ability of the state’s 25 Child Protection Teams (CPT) to serve families and protect children. The security and safety of Florida’s children is of primary concern. The Department’s Division of Children’s Medical Services oversees CPTs that provide assessments to assist in alleged child abuse and neglect cases. The teams are medically directed and multidisciplinary, which allows them to assess safety and risk for children with special medical needs.

    “The state of Florida has a duty to serve and protect the children of our state,” said State Senator Alan Hays. “The Governor has carefully chosen to invest in areas that will protect vulnerable children, serve families and improve the process.”

    Providing care and protection for Florida’s children is a much needed and an essential service that helps ensure a positive and encouraging future for our state,” said Dr. Gerry Schiebler, Distinguished Service Professor of Pediatrics, Emeritus at the University of Florida, College of Medicine. “The funding proposed in the Governor’s budget will help protect more children throughout the state. A key component of that effort is the Child Protection Teams in the Children’s Medical Services unit in the Department of Health.”

    Governor Scott leads with compassion and a focus on priorities, as demonstrated by this proposed investment in the state’s CPTs,” said Julie Hurst, president of the Board of Directors for the Florida Network of Children’s Advocacy Centers. “We need to do whatever is necessary to protect the children in our state and this funding will enable the CPTs to be more effective in serving children with unique medical needs.”

    Early Steps Programs

    The Early Steps Program provides a coordinated system of early intervention services and this year’s budget proposes investing $3.6 million to help with assessments, early intervention and support systems, home visits and family support. Florida’s Early Steps Program serves families who have an infant or toddler (birth to thirty-six months) with significant delays or a condition likely to result in a developmental delay. Through a comprehensive team of professionals, the Early Steps Program seeks to help families include developmentally appropriate learning opportunities for their child during everyday activities and routines. Early intervention can help a child experience healthier development and long-term education costs can be reduced.

    “Children who face developmental challenges early in life need additional time, attention and resources to help them succeed,” said State Senator Anitere Flores. “Governor Scott’s support for the Early Steps Program will help families to establish a plan that meets their child’s specific needs.”

    Each year we see how important that early window is in the development of infants and toddlers with developmental delays,” said Dr. Ilene Wilkins, CEO of UCP of Central Florida. “This continued commitment by Governor Rick Scott to fund this important program demonstrates that the state of Florida recognizes the importance of giving children the best opportunity to succeed in the long term.”

    Reaching an infant or toddler during key developmental transitions can lead to improved performance and growth throughout childhood,” said Phyllis K. Kalifeh, President of Children’s Forum. “I applaud Governor Scott for again making this a priority in his budget and ensuring that Florida’s children with special needs and their families have the support and resources needed to thrive.”

    Healthiest Weight Florida

    The proposed budget authorizes $2 million in budget authority to address the top public health threat that challenges Florida – weight. Currently, only 36 percent of Floridians are at a healthy weight and the costs of care for chronic diseases associated with excess weight—diabetes, heart disease, hypertension and arthritis—are unsustainable and are estimated to cost $34 billion over the next 17 years. The Department has launched a major statewide initiative, Healthiest Weight Florida, which brings together state agencies, local governments, not-for-profit organizations, schools, businesses, faith-based organizations and entire communities to help Florida’s children and adults make consistent, informed choices about healthy eating and active living.

    I am encouraged by Governor Scott’s effort to help the people of Florida achieve their healthiest weight,” said State Senator Aaron Bean. “Promoting this initiative can save Floridians billions of dollars in health care costs and create healthy communities where families and businesses can thrive.”

    Ocala, Florida — The Marion County Board of County Commissioners (BCC) seems to be retaliating against Sheriff Chris Blair in response to Channel 9 News and Ocala Post running a story about the Sheriff Department’s deteriorating vehicles, and the BCC’s lack of willingness to provide funds for new ones.

    The BCC is retaliating by threatening to sell the jail to Corrections Corporation of America, claiming the sale will free up funds for the purchase of new vehicles. And as the BCC has done in the past, they are giving Blair an ultimatum, almost forcing him to choose either the jail or new vehicles.

    However, the corruption within the BCC is much greater than just the lack of support and attention to the much-needed funds for public safety.

    Recently, the BCC voted 4-0 to support adjustments to the Sunny Oaks Estates project, and 3-1 for the Equine Commerce Support District development project, projects that will destroy approximately 300 acres of Marion County horse farmland. The project will be a combination of residential, commercial, and industrial development. A development that will certainly invite more crime, traffic, and population to an already crowded Ocala; it is the city of Orlando in the making. Again, bringing public safety to the table.

    Scott Siemens, a developer on the project, was originally cleared for a project that would allow for townhouses, apartments, and a 220-room hotel to be built. Siemens is frequently represented by engineer David Tillman of the civil engineering firm, Tillman and Associates.

    Clayton S. Ellsworth Jr. of Dunnellon wrote, “I have been poring over the campaign contributions for all of the County Commissioners. About 50% of these contributions are from contractors developers, engineers, real estate, etc. These categories represent by far the single biggest contributors to the County Commissioners. No surprise at all. As I have said before, for years the County Commissioners haven’t met an investor or developer they haven’t liked. Wonder why?” Adding, “Money Talks.”

    Monetary campaign contributions to commissioners namely come from real estate investors. Also contributing to commissioners’ campaigns are farmers who would benefit from land sales, underground utility companies, engineers, and developers who are directly involved in the recent development projects.

    On May 7, 2013, Tillman and Associates gave a contribution to Commissioner Carl Zalak, and on December 20, 2013, to Kathy Bryant. Ciraco Underground, a utility contractor, also gave contributions to Zalak and Bryant. Scott Siemens gave a contribution to Zalak on June 21, 2013, along with Linda Siemens who gave a contribution to Zalak on October 3, 2013. Companies Rainey Construction, Rainey, Ike (Road Contractor), Rainey Investments, LLC, and Rainey Land Company, have all given contributions to the commissioners’ election campaigns.

    It should also be known to Marion County residents that all seven members of the Planning Board have ties to the construction industry; many are even involved in projects that come before them for review.

    Resident Lori Warren called the development deal, “Paving over Paradise in Marion County!”

    The majority of Marion County residents, such as Mildred Grisson, agree that the BCC’s involvement in the Equine Commerce Support District and Sunny Oaks Estates projects is a conflict of interest.

    Marion County residents are even more concerned that changes to the Sunny Oaks Estates project were slipped in without allowing input from the public. One resident said, “The meeting was a joke, they clearly had their minds made up before the meeting even started.”

    Experts have repeatedly argued that the Cross Florida Greenway and all of its surrounding area needs to remain protected, not to mention the impact the development will have on the county’s water supply. Pleas from preservationists fell on deaf ears as the BCC moved forward with the projects.

    Resident Marsha Dallas wrote, “Why does the BCC only seem to want to fix things that aren’t broken? Our jail is not broken as it received perfect scores on their last inspection. Start the petitions, apparently our BCC needs “fixing” as they are obviously broken and no longer serve the Marion County citizens; they have their own agenda.”

    Jackalope Oif wrote, “Why are they so intrigued by growth plans and land development rather than Public Safety?”

    Pat Hawk, wrote, “Marion County Commissioners choose to ignore our water risk and how much more this will increase taxes on existing property owners when there are no impact fees. Who knows what will end up at this location in the Farmland Preservation Area? It was a done deal even before the meeting last night. Yeah, we need 500 homes in that area! Welcome more sprawl.”

    Ocala, Florida — In October 2013 Ocala Post reported that Attorney General Pam Bondi had drafted a letter to Chief Justice Polston in an attempt to have the language in an amendment regarding the legalization of medical marijuana discredited, she said, “it is misleading,” however her attempts to failed.

    On Monday, January 27, 2014 the State Supreme Court upheld the language in the amendment aimed at legalizing medical marijuana, allowing it to move forward and be placed on the upcoming November ballot.

    Most law enforcement agencies are opposed to medical marijuana being legalized, but experts argue that marijuana is safer than alcohol, and acts as a wonder drug for cancer patients.

    Legalizing marijuana is on the political agenda for Former Governor Charlie Crist. Crist, an attorney with the Morgan and Morgan Law Firm, plans to run for Governor during the 2016 election. Florida Ag stands firm on their feeling that supporters want to legalize marijuana for more reasons than just that of a medical use. Charlie Crist denies it is for his political agenda.

    Tracy Bickford, who lives in Pasco County, Florida, and came to Ocala over the weekend to collect signatures, told Ocala Post she started collecting signatures for medical marijuana to be placed on the November ballot back in October of 2013. She said, “My father is a retired police officer who has bone cancer and is in a great deal of pain, I watch him make frequent trips to the hospital for chemo treatments and blood transfusions, yet he refuses to try marijuana. He looks at it as just a drug.” She went on to say, “Out of all the literature I have read on medical marijuana, I know it will help him, but he won’t listen, so I started collecting signatures in order to help others.”

    I have heard so many amazing stories about how other people have been helped with different illnesses by using marijuana. It has been an experience of a lifetime collecting the signatures, many of which came from Ocala,” said Bickford.

    Bickford added, “Ocala has shown great support and I just wanted to say; thanks Ocala, I couldn’t have done it without you.”

    Bakersfield, California — Adam Christopher Vega, 30, of Bakersfield, was arrested late Friday in Bakersfield after being charged in a seven-count federal indictment alleging that he and four co-conspirators trafficked in methamphetamine and marijuana, Drug Enforcement Administration Special Agent in Charge Jay Fitzpatrick and United States Attorney Benjamin B. Wagner announced.

    The superseding indictment, returned by a federal grand jury in Fresno on January 16, 2014, charges Vega and co-defendants Baltazar Castaneda Garcia, 23; Jesus Manuel Peraza Ruiz, 54; and Robert Anthony Canchola, 26, all of Bakersfield, with conspiring to distribute methamphetamine. Those four persons and Eduardo Ortega Chavez, 32, of Oakland, are also charged with conspiring to manufacture and distribute marijuana.

    According to court documents, Vega was the owner of the California’s Best Cooperative Inc., a medical marijuana dispensary in Bakersfield during the time he was allegedly trafficking in methamphetamine and marijuana. Court documents indicate that the defendants trafficked in marijuana and other controlled substances between Kern County and Oakland where defendant Chavez maintained a marijuana grow operation.

    In October 2013, Ruiz was stopped in Bakersfield with approximately six pounds of methamphetamine concealed in his vehicle as he was returning from Southern California. Garcia and Canchola are also charged with possession of methamphetamine and manufacturing marijuana in connection with substances that were seized during searches at three residences in Bakersfield on January 8, 2014, including two that contained indoor marijuana grow operations.

    This case is the product of an investigation by the Drug Enforcement Administration, U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), Bakersfield Police Department, Kern County Sheriff’s Office, and Kern County Probation Department. Assistant United States Attorney Laurel J. Montoya is prosecuting the case.

    Vega will make his initial appearance before a U.S. Magistrate Judge in Bakersfield today. Defendant Ruiz was previously ordered detained in this case. Defendants Garcia and Canchola are temporarily detained pending a detention hearing today at 1:30. An arrest warrant has been issued for defendant Chavez.

    If convicted, Vega, Garcia, Ruiz and Canchola face a maximum statutory penalty of 10 years to life in prison and a $10 million fine. If convicted, Chavez faces a maximum statutory penalty of five to 40 years in prison and a $5 million fine. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.

    WARNING: Hotel robberies taking place in Orlando area

    Orlando, Florida — There have been more than a dozen hotel robberies in the Orlando area since December of 2013. The latest robbery occurred on January 23, 2014, at approximately 3:30 a.m., at the Red Roof Inn on I-Drive.

    While police would not release the total amount of cash that has been stolen, they did say they do not have any suspects or leads. Officials said they do know it is three armed men wearing ski masks and they might be driving a tan SUV.

    The men have hit hotels in Orlando, Davenport, Altamonte Springs, Lake Mary, and Maitland; the men may also be responsible for restaurant robberies in the area.

    Hotel clerks are being asked to report anything suspicious, and report anyone that looks suspicious. Officials said it is better to be safe than sorry.

    A 10,000 reward is being offered for any information leading to the capture of the armed robbery suspects. If you have any information, you are urged to call Crimeline at 800-423-8477.

    Sivler Springs Shores Thief Caught

    Silver Springs Shores — Much like Marion Oaks, Silver Springs Shores (SSS) has its share of criminals who prey on hard working citizens in the middle of the night.

    Silver Springs Shores residents can now rest a “little” easier as a criminal responsible for string of burglaries, is now behind bars.

    Detectives Aaron Levy and Brandon Spillman with the Marion County Sheriff’s Office have been investigating multiple car burglaries in the SSS area since December of 2013.

    On January 23, 2014 deputies responded to the area after a neighbor saw someone outside with a flash light and called 911.

    When deputies arrived they located Arthur McDonald, 21, of SSS. In the past deputies had not been able to locate McDonald, he would disappear before they arrived, and now deputies know why. McDonald informed deputies that he lives in the area and knows the streets well.

    McDonald admitted to at least 17 car break-ins in the area, stealing thousands of dollars in property from victims. He said he started his crime spree around Christmas, which coincided with the time detectives began their investigation.

    McDonald was arrested and transported to the Marion County Jail.

    He was booked on 17 charges, 12 of them felony charges for Burglary to an Unoccupied Conveyance.

    McDonald is still behind bars, for now.

    Police officer arrested for unprotected sex while HIV positive

    hiv, ocala post, ocala news, floridaWest Palm Beach, Florida — Palm Beach County Sheriff’s Deputies have arrested Greenacres Police Officer, Ervans Saintclair, 37, for intentionally having unprotected sex with multiple females while being infected with HIV.

    After dating a woman for nearly a year, and having had sex with her multiple times, Saintclair advised her he had just learned that he had HIV.

    Authorities say Saintclair was caught in a lie after another woman told his girlfriend that she had found LabCorp paperwork in the home that she and Saintclair lived in together. The paperwork showed that his blood was drawn years prior to the first woman dating him, and he had already tested positive for HIV.

    The woman was unable to press charges due to the Statute of Limitations expiring; however, she provided detectives with a list of names of other women that Saintclair had sex with.

    On January 6, 2014, detectives made contact with one of the women, at which time they conducted an interview with her. The woman told detectives that she and Saintclair did have unprotected sex, as well as oral sex numerous times. She said that Saintclair never informed her that he was HIV positive. The woman signed an affidavit and plans to prosecute.

    Detectives conducted a recorded phone interview with Saintclair and he denied having HIV, but bragged that he has had sex with multiple women.

    On January 9, 2014, Broward County Judge Geoffrey Cohen, approved and signed a search warrant for the medical records of Saintclair. The records were obtained and they did confirm that Saintclair tested positive for HIV in April of 2010. However, on January 13, 2014, another woman came forward and said Saintclair had told her he found out he was HIV positive during his physical examination to be hired on to the Greenacres Police Department in 2007.

    On January 15, 2014, Judge Kastrenakes signed a search warrant for Saintclair’s medical records maintained by the City Of Greenacres, and a search warrant was signed on January 16, 2014, for medical records to be obtained from the doctor that performed Saintclair’s physical. City records showed that Saintclair’s blood work was abnormal in April of 2007, but he was cleared by the doctor in a letter that read, “There are no known pathologies that would impede Saintclair’s work as a police officer.”

    The warrant was signed on January 16th, and as the investigation continued, detectives found more troubling details.

    Detectives said on May 4, 2007, one month after Saintclair was hired, he went to a follow-up appointment with his doctor. It was at that time he was told repeatedly that he was HIV Positive and must take precautions. The doctor noted in her report that Saintclair was told that if he were to have sex with anyone, it had to be protected sex.

    Based on those findings, detectives concluded that Saintclair unlawfully had unprotected sex with women knowing he was infected with HIV.

    Saintclar was charged with a first-degree felony and booked into the Palm Beach County Jail.

    Detectives fear there may be more women who Saintclair has infected, and victims are urged to come forward. If you have had sex with Saintclair, you may be at risk.     This is the second time in three months that a person in Florida has been charged with having unprotected sex while being infected with HIV. Additionally, on January 19, 2014, BuzzFeed reported that a Missouri college student, Michael Johnson, not only had sex with women while he had HIV, but he videotaped it as well.

    While there has not been a federal law passed, some states have adopted laws to protect innocent women, as well as men, from sexual partners who feel they do not have to disclose to their partners they have an STD.

    In California, if a person has sex with another person and neglects to tell that person they have an STD, it is a misdemeanor; for HIV/AIDS, you could actually be charged with attempted murder or eight years in prison. New York (the first state to actually convict someone) and Florida, as with California’s law, make it a misdemeanor for STDs other than HIV/AIDS, such as HPV and could bring a sentence of up to one year in jail with hefty fines. In Georgia, doctors might actually call the partner to inform them about the other person if they test positive, as state law mandates.

    Genetically modified organisms, or GMOs, are created when a gene from one species is transferred to another, creating something that would not be found in nature.

    A large percentage of domestic crops (up to 85% of soybean yields) have DNA that was tweaked in a lab, yet it is nearly impossible to know which food items contain these genetically engineered ingredients due to the lack of labels on the foods that contain GMOs.

    The Monsanto Company is a leading producer of genetically engineered (GE) seed and of the herbicide glyphosate, which it markets under the Roundup brand. Monsanto has also threatened to sue any organization or person that speaks ill of their practices, and have been very out spoken against the countries in which they have been banned.

    In Japan, a modified bacteria created a new amino acid not found in nature; it was used in protein drinks and before it was recalled, it caused severe mental and metabolic damage to hundreds of people as well as several deaths. Japan banned GMOs after the horrific experience. Monarch butterflies have also died after injesting their favorite food, milkweed, after it was cross-pollinated from Bt-Corn (Type of genectically modified corn) which rendered the milkweed toxic to the endangered species.

    GMO’s have been ban in dozens of countries, however the Obama administration has embraced GMOs in the United States, refusing to ban it or require food labels to disclose that a product contains GMOs.

    Dramatic Arrest Of A Wanted Fugitive In Utah

    South Ogden, Utah — Police have now released the dash cam video of a dangerous fugitive that was arrested earlier this month.

    According to reports, Sergeant Trent Olsen and Officer Scott Brown pulled over a vehicle and during a conversation with the driver they realized there was a wanted fugitive sitting in the back seat.

    The suspect, Scott Sanders, 30, had been on the run for several weeks, and the police department had recently made Sanders a priority. When police realized Sanders was in the vehicle they knew he was considered armed and extremely dangerous, and he could potentially be a threat to them as well as the other passengers in the car. Olsen immediately radioed for backup.

    Reports indicate that there were four adults and five children between the ages of two and eight in the car, which made the traffic stop very tense once they realized Sanders was in the vehicle.

    During the stop police asked the driver turn off the vehicle and that’s when things turned violent. Police said Sanders became agitated and began telling the driver to take off. Police tried to remove the keys from the ignition at which time Sanders jumped from the backseat to the front seat and grabbed the officer’s arm then returned to the backseat and began reaching for the floorboard.

    Officers said they tried to subdue Sanders by using a taser, however the taser didn’t seem to faze him. After officers fired the taser at Sanders he jumped out of the car and a fight ensued. According to reports, police noted that it was quite a fight, and that Sanders continued to fight until he was finally overpowered and handcuffed.

    Police can also be heard in the video telling a citizen that had a dog to back up before they get arrested.

    The police officer that was most involved in the traffic stop said that his worst fear was that Sanders would initiate a gunfight with those children in the car.

    Chief Darin Parke said, “In my 20 years of working with Olsen I have never heard that kind of language come out of his mouth, which tells me he must have been extremely terrified of what could have happened.”

    A search of the car turned up a loaded weapon on the floorboard where Sanders had been reaching, a meth pipe and heroin needle.

    Officers believe Sanders was under the influence of a narcotic at the time of his arrest.

    Sanders was transported to the Weber County Jail and charged with, Assault on a Law Enforcement Officer, Obstruction, Resisting Arrest With Violence, Possession of a Firearm by a Convicted Felon, and Child Endangerment.

    The driver of the vehicle was also arrested for aiding a know fugitive. The man seen getting out of the car and walking away is still wanted for questioning as he is believed to have warrants for his arrest.

    The children were not physically harmed during the altercation, although counseling was offered.
