New ordinance: Marion County animal abuser registry list

Steven Fleming sentenced to two years for brutal dog beating.

Marion County — The Board of County Commissioners passed an animal abuser registry ordinance, which will take effect on January 1.

The ordinance, known as “Molly’s Law,” will comprise of a list of individuals residing in Marion County who have been convicted of animal abuse. Convictions can be misdemeanor or felony.

The ordinance states that anyone on the list cannot possess, live with, or work with any animals.

Every offender who is on the list as a registered abuser will be required to pay $125. Officials said the money will be used to cover the cost of maintaining the database.

The new law was named after Molly, an American Boxer mix, following her brutal beating (warning, may be disturbing to some) in April of 2014.

When Molly was found, she had three visible deep lacerations on top of her head, blood in her nasal cavity, and blood coming from her ears. Her third eyelids were visible and her face was swelling.

Animal Services Veterinarian David Jebens examined Molly after being transported by Animal Services.

The examination revealed that Molly [the dog] had a fractured skull and had been stabbed through the top of her head three times. One of the stab wounds penetrated the bone into the left sinus cavity. She had swelling around her left eye, and bleeding from the nostril as a result of the damaged sinus cavity.

The blood coming from Molly’s ears was due to a mixture of the stab wound piercing the sinus cavity and sustaining a fractured skull from being bashed in the head with a baseball bat.

According to reports, the pattern of the wounds on Molly’s head indicated that she was looking up at Fleming when he stabbed her in the head.

Molly’s attacker, Steven Fleming, was sentenced to two years in prison.

Many believe the law is absurd, citing that it will be difficult to enforce. Some say that if an individual who is on the list lives with a person who has animals, it could pose a huge problem and set the offender up for failure, much like terms of probation does.

Molly’s Law would also allow the county the county to impose a fine of up to $500 on any person who knowingly sells, exchanges, or transfers ownership of an animal to a registered abuser.

Animal rights advocate Linda Little Wolf, who headed up the new law, says the law will not just protect animals, but crimes against people too. She said people who abuse animals have been known to commit other crimes.

It was not clear exactly how the new law aimed at protecting animals could also protect humans.

Do you welcome the new ordinance?

Deputy not charged with K-9’s death and keeps job, citizens outraged

K-9 dies in car, deputy killed dog, dog left in car by cop, gainesville news, do not leave pets in cars
Deputy Tommy Willcox and K-9 Robbie, a Belgian Malinois [deceased]
An internal investigation into the heat-related death of Alachua County Sheriff’s Office K9 Robbie, at the home of his handler, Deputy Sheriff Tommy Willcox, is now complete.

K-9 Robbie, a Belgian Malinois, was discovered in the back seat of Deputy Tommy Willcox’s car on July 8, 2016.

According to AccuWeather, it was approximately 94 degrees in Gainesville on the day that K-9 Robbie died.

On the morning of Robbie’s death, Deputy Willcox and K-9 Robbie had responded to assist the Gilchrist County Sheriff’s Office with a suspect wanted in a homicide investigation in Leesburg, Florida.

When Deputy Willcox returned home, he forgot that the K-9 was in the back seat of his patrol car. By the time Willcox realized he had forgotten the dog, it was too late.

According to ACSO Public Information Officer Art Forgey, in 2008, Deputy Willcox euthanized his personal dog, which was a retired ACSO K-9, by shooting it. Willcox told his superiors that he shot and killed the 13-year-old dog because it was in poor health and was suffering.

The internal investigation into K-9 Robbie’s death states that Deputy Willcox violated department policy involving — Performance of Duty, Neglect of Duty, and Driving.

The reports states, “After careful and thorough review of the facts contained within this investigation, and recommendations made by supervisors and commanders within Deputy Willcox’s chain of command, Sheriff Darnell has sustained these violations and determined appropriate disciplinary sanctions to include a suspension of six (6) working days without pay; a three (3) month disciplinary probation period; and removal from the Canine Unit are warranted.”

Citizens immediately turned to social media to express their disappointment with the outcome of the investigation.

Citizens are concerned about the double standard that the outcome of this investigation has demonstrated.

Citizens say that if a deputy had responded to the same call involving a civilian, that civilian would have been arrested and charged with Animal Cruelty.

The ACSO said that people should not rush to judgment and realize how much officer Willcox loved K-9 Robbie.

However, citizens argue that no civilian would be able to use the excuse that “it was just an accident and I love my dog.”

Willcox said, “I spent more time with my dog than my Wife and kids.”

The ACSO said “[We] will be installing additional electronic safety features to all K9 Patrol Vehicles, to supplement existing electronic and physical safety mechanisms already in place, in order to prevent this from occurring again in the future.”

We want to hear from you. Do you think there is a double standard when it comes to prosecuting law enforcement officers for crimes that would have “earned” the average person a trip to jail?

David Hernandez-Aguila, 36, and his girlfriend, Anayanci Hoyos

Marion Oaks — A Marion County sheriff’s deputy and former Unified Drug Enforcement Strike Team agent, discovered a grow house during a well-being check Tuesday.

The deputy said he responded to 804 Marion Oaks Manor to allegedly perform a well-being check on a resident.

According to reports, when a woman answered the door of the residence, the deputy could smell marijuana.

The deputy then asked if anyone else was present at the home. Moments later, three other occupants came to the door.

The deputy asked if the home was being used as a grow house and the occupants told the deputy “no”.

The deputy wrote in his report that the occupants gave him permission to search the house. The deputy then requested the assistance of the drug unit.

UDEST agents searched the residence and found that it was being used as a “grow house”.

Agents also discovered that the residents had been bypassing the power meter.

Energy experts say that approximately $1,833 in electricity was stolen.

During the search of the home, agents found a lease which alerted them to a second property in Marion Oaks. The home, located on Southwest 29th Circle, was also being used as a “grow house”.

Agents found 80 plants — 40 in the garage of each home.

David Hernandez-Aguila, 36, and his girlfriend, Anayanci Hoyos, 29, were arrested and charged with Theft of Utilities, Cultivation of Marijuana, and Obtaining a Rental for the Purpose of Manufacturing a Controlled Substance.

Both suspects, who came from Cuba, live in Miami.

Aguila and Hoyos were both released on bond.

Ocala police said that the female victim, 13, who was shot in the stomach, underwent surgery and was released Thursday. OPD originally stated that she was in critical condition.

Ocala, Florida — Two teens  —  ages 13 and 17 — were reported as being in critical condition after a drive-by shooting Wednesday night.

Ocala police responded to the 400 block of Northwest Ninth Street just after 10 p.m., following a report of a shooting.

When officers arrived, an unnamed citizen pointed to a house that had been riddled with bullets.

Upon entering the residence, police found a black male slumped over a couch and bleeding profusely. The officer also saw a black female on a love seat, who was also bleeding.

The female victim told the officer that the male victim had just been dropped off and had entered the house when several shots were fired.

The victim said she had just returned home from across the street and was standing in the living room talking to her cousin when she heard the shots.

A witness told police that the shooting may have been the result of a fued between the male victim and individuals who had recently been released from jail. The witness stated that the male victim had been involved in a fight with some boys who had jumped another boy while in jail.

The names of the individuals were not released by police.

According to reports, more than a dozen shell casings were found at the scene. Police also stated that there were multiple bullet holes in the house. They would not say what caliber of weapon was used, or if they believe multiple shooters were involved.

As of 11 a.m., Thursday, the 17-year-old victim, who was shot in the head, remained in critical condition.

Alleged clown sightings reported in Ocala

    2

Ocala, Florida — The Marion County Sheriff’s Office is investigating after receiving multiple calls for service Thursday night in reference to an unknown person dressed like a clown.

MCSO stated that the calls were for the area of Ocala Park Estates (OPE).

Deputies, as well as Air-1 responded several times, but never located anyone suspicious.

MCSO says that no crime was committed.

A video of an alleged clown sighting in OPE was posted to Facebook by Caden Munro Parmelee.

He wrote, “[We] ran into this clown while driving on the dirt road in OPE. We stopped to record and then he started to move so we took off. Not trying to die today. In Ocala Fl idk if kids are playing or what but whatever needs to chill. People outside their house were looking at him also.”

Officials are not sure if the video is authentic or if it was staged.

Several alleged clown sightings have also been reported in South Carolina, North Carolina, and Georgia.

Law Enforcement officials warn that if anyone misuses the 911 system to report a false clown sighting that they could win a trip…to jail.

Pranksters should also keep in mind that many people have a fear of clowns. Lurking around someone’s property dressed as a clown could be dangerous.

Ocala police chief placed on paid leave

Ocala Police Chief Kenneth Gregory Graham

Ocala, Florida — In a 4-1 vote, the Ocala City Council Friday accepted Ocala Police Chief Kenneth Gregory Graham’s request to be placed on paid administrative leave.

The request comes after the September 15 Grievance filed against Chief Graham for allegations of Sexual Harassment, Hostile Treatment, Retaliation, and Discrimination.

Deputy Chief Rodney Smith will run the day-to-day operations in absence of the chief, however Smith will be allowed to contact Chief Graham with any issues not related to the investigation.

Councilwoman Mary Sue Rich was against the vote, citing that Graham should be suspended.

On September 20, the Ocala City Council initiated the process to suspend the chief.

During that meeting, the attorney who filed the Grievance, Attorney Bobi J. Frank, told the council that Mayor Kent Guinn had pledged to stand by Chief Graham.

Frank told the council that the mayor should not be allowed to attend any briefings at the Ocala Police Department because it might intimidate the victims and witnesses alike.

Mayor Guinn then fired back at Frank.

“So I am going to be [at the police department] at 7 a.m., 3 p.m., and 9 p.m. If you want to stop me, send someone over there to arrest me,” Guinn said.

Sources say that the mayor did not show up for any of the September 21, briefings.

    The investigation is ongoing.

Mayor Guinn says he will have to be arrested to stay away from victims, OPD Chief to be suspended

Ocala, Florida — The Ocala City Council on Tuesday initiated the process to suspend Ocala Police Chief Kenneth Gregory Graham, who has been accused of Sexual Harassment, Hostile Treatment, Retaliation, and Discrimination.

The vote, initiated by council president Jim Hilty, passed 4 to 1 — Councilman Jay Musleh voted against the suspension.

Hilty said that he was not passing judgment, but felt suspending the chief was the right thing to do for the citizens.

Later in the meeting, Hilty insinuated that the chief may be in danger if he remained at the police department.

Mayor Kent Guinn was outraged at the move by the council, and he immediately made it known. In fact, he made it clear that he was not concerned about the victims in anyway. Instead, he was emphatic about the fact that he was only concerned about the chief’s career.

Approximately 17 minutes and 48 seconds into the video, a citizens said, “Ask the Mayor to step down.”

The comment was made while the attorney who filed the September 15 complaint, Attorney Bobi J. Frank, was addressing the council.

Mayor Guinn then fired back at the attorney. He said, “This has turned into the Bobi Frank show. This is no longer about your clients.”

Mayor Guinn went on to say that he was disappointed in the council, to which Frank replied, “I’m sure they are disappointed in you as well.”

Frank has stated that Graham interfered with the sexual harassment investigation when Chief Graham contacted the victims after having been served with the Grievance.

Frank stated that she just learned that a witness had also been contacted.

Frank says that Mayor Guinn is attempting to intimidate the witnesses and the victims by being present during briefings at the OPD, where the victims and witnesses will be present.

Mayor Guinn said, “So I am going to be [at the police department] at 7 a.m., 3 p.m., and 9 p.m. If you want to stop me, send someone over there to arrest me.”

Frank then took the last 15 seconds of the meeting and reminded the city council and the citizens of Ocala, that, they could issue a recall on Mayor Guinn.

Citizens who attended the meeting, Frank, and the NAACP are now asking for Mayor Guinn to remove himself from his position pending the outcome of the investigation against Chief Graham.

Outside of City Hall, several residents, who do not want to be identified, said that they do not feel as though they could support the mayor any longer.

“I am shocked at his actions and his demeanor. He is not the person he pretends to be,” said one woman.

If Mayor Guinn or Chief Graham continue to interfere with the victims or witnesses in anyway, they could possibly be charged with witness intimidation.

Ocala Post has also obtained several photos, which pertain to the sexual harassment during the Washington DC trip. Those photos will be made public soon.

We want to hear from you. How do you feel about the way Mayor Guinn acted during the meeting?

Chief of police was previously investigated for sex scandal, mayor stands by Graham

Ocala, Florida — During a press conference Monday, Ocala Mayor Kent Guinn displayed favoritism toward Ocala Police Chief Kenneth Gregory Graham, who has been accused of Sexual Harassment, Hostile Treatment, Retaliation, and Discrimination.

The complaint was filed on September 15, 2016.

Mayor Guinn also seemed to display arrogance toward the media as they asked legitimate questions about why Chief Graham had not been placed on administrative leave at the start of the investigation

Mayor Guinn, who is close personal friends with Chief Graham, said, “I stand by Chief Graham, I trust him.”

The mayor fell short of placing the blame on the three individuals who filed the Grievance against the Chief.

Mayor Guinn said, “I think the morale [of the police department] has been hurt by the actions of these individuals.”

“The Chief has been attacked, the Chief is well respected in this community and in this police department. People love him.”

The recent allegations of sexual harassment, as well as being accused of having a sexual affair, is not the first time Chief Graham has been investigated.

In 2001, it was determined that then Sgt. Greg Graham, who was married at the time, had a sexual relationship with a Marion County sheriff’s deputy.

At that time, Graham stated that he regretted the incident, and that he and his family had moved on.

Now, 15 years later, Graham is involved in another sex scandal.

In 2003, Graham was investigated after he falsified his cell phone reimbursement forms. He falsified the reports to avoid paying the city for his personal use of the department-issued phone.

The investigator on that particular case was seeking felony charges against Graham, and even though the evidence was damning, he was never charged.

When asked if Chief Graham had ever had issues like this in the past, Mayor Guinn replied, “Never.”

    ***

The attorney who file the most recent complaint, Attorney Bobi J. Frank, said that she wants the Florida Department of Law Enforcement involved in the current investigation. She feels that having the FDLE involved will be the only way to have a fair, objective investigation.

Frank said it defies all logic that the mayor has refused to remove Chief Graham from his position while the investigation is ongoing.

“The mayor was about as transparent as you are ever going to see as it related to his motives…this has been going on for decades,” Frank said. She went on to say, “It’s disgusting what’s going on here. The mayor is worried about Chief Graham’s feelings.”

Frank said, “The mayor has already told the community that he stands with the chief, it does not matter how this investigation comes out.” She added, The mayor has made it clear that he does not stand with the victims.”

Sources say that photographical evidence was admitted into this case on Monday.

Frank says that the three officers have provided irrefutable evidence of Sexual Harassment, Hostile Treatment, Retaliation, and Discrimination.

In addition to the aforementioned accusations, the report also states that phone records prove that Chief Graham has engaged in inappropriate conduct with female officers, namely Sgt. Casey Eades.

The complaint states, “It is a commonly held belief, for various reasons, that Chief Graham is engaging in sexual relations with his subordinate officer, Sgt. Casey Eades.”

As for Chief Graham, he will remain on active duty while the allegations are investigated.

In an e-mail to Ocala Post, Chief Graham wrote, “I deny the allegations. My position and defense will be presented by my attorney.”

Many people have turned to social media and have accused the mayor of operating the OPD by the “Good Ole Boy” mentality.

Frank says it is time for the citizens of Ocala to demand that the corruption within the agency stop. She said that citizens should take their community back and urged citizens to contact the governor’s office to demand justice.

Luis Ramirez, 16, arrested after stabbing mother

Ocala, Florida — The booking photo and complete arrest affidavit have been released on a 16-year-old who stabbed his mother last week.

On September 15, deputies responded to South Pine Avenue in reference to a stabbing.

When they arrived, they found a woman who had blood oozing from a head-wound. She told deputies she had been stabbed by her son.

Deputies say Luis C. Ramirez, and his mother, had gone out to dinner earlier in the evening.

Upon returning home, Ramirez told his mother that he needed money so he could go out drinking, but she refused to give it to him.

A short time later, a witness caught Ramirez taking money from his mother’s jacket.

The witness stated that when Ramirez’s mother confronted him, he became “very aggressive”.

According to reports, during the argument Ramirez grabbed a kitchen knife.

Ramirez then stated, “If you don’t give me the money I’m gonna’ stab you.” He then pushed his mother to the ground.

Ramirez began taunting his mother with the knife by waving it back and forth in front of her face. Deputies said Ramirez cut his mother on her forehead while he was waiving the knife.

His mother then jumped to her feet, at which time Ramirez knocked her to the ground again.

It was at that time Ramirez stood over his mother and stabbed her in the head.

    He then fled the scene.

A K-9 Deputy was able to track Ramirez to the 2900 block of Southeast 1st Avenue.

While being transported back to the scene of the crime, Ramirez stated, “I didn’t do anything.”

Ramirez refused to cooperate any further.

He was arrested and transported to the Marion County Jail.

Ramirez was charged with Aggravated Battery with a Deadly Weapon.

    [Last updated on September 17, 2016, at 2:58 p.m.]

Ocala, Florida — Multiple sexual harassment complaints have been filed against Ocala Chief of Police Kenneth Gregory Graham.

The Formal Grievance was filed on September 15, 2016.

The Grievance states, “Simultaneous to the filing of this grievance, an EEOC complaint was also filed.”

In the Grievance filed by the Law Office of Bobi J. Frank, PA, it alleges that two female Ocala police officers, Rachel Mangum, and Casey Walsh, suffered unwelcome sexual advances and unwelcome verbal or physical conduct of a sexual nature caused by Chief Graham. Officer Tony J. Watts is also a plaintiff in the complaint.

Additionally, the Grievance outlines the abuse of power toward male and female officers who would not conform to Chief Graham’s ideologies, as well as protecting officers who abused their power. The Grievance is based on events involving Sexual Harassment, Hostile Treatment, Retaliation, and Discrimination.

The complaint states, “Arguably, one of the most abusive incidents occurred while several OPD Officers traveled to participate in the National Law Enforcement Memorial in Washington, DC. The incident occurred on May 14, 2016.”

In one of the allegations, Chief Graham allegedly put another female officer’s head into his lap.

There were also multiple witnesses to the incident(s), which occurred on and off duty.

Timeline of events as stated in the complaint

May 14, 2016, abuse to Officer Casey Walsh:

“While attending the National Law Enforcement Memorial in Washington, DC a small group of officers went to a bar during evening hours. Chief Graham joined the group and consumed alcohol with his subordinates. During the course of the evening, his behavior became increasingly inappropriate.

At one point, Officer Walsh left the group to use the ladies room. There were two bathrooms, at the establishment, right next to each other. Chief Graham was exiting one as Officer Walsh was entering the vacant one. Officer Walsh, while opening the door to the bathroom, noticed that there was a urinal and a toilet in the room and under her breath made a joke about both. Chief Graham responded by saying that they could use the same room together and further joked that Officer Walsh could use the urinal and he could use the toilet. He made comments about their sexual roles being reversed and that Officer Walsh could stand while Chief Graham while seated.

The group eventually left that establishment and traveled by subway to another pub/brewery. While on the subway, Chief Graham engaged in conversation with several officers about sexual encounters and jokes about the size of Officer Walsh’s penis and how it was probably larger than most males present there.

When the group reached the next location, and continued drinking, Chief Graham engaged in a game with his subordinates called “never have I ever.” In this game, participants give scenarios in which they have or have not been involved. Chief Graham made statements about “getting f***ed in the a*s,” and “s***ing d**k” while playing the game. He also stated that he wanted to know who had “the best tits at the table.” He directed some of these questions to He directed some of these questions to Officer Casey Walsh, Officer Rachel Mangum, Sgt. Casey Eades, and Officer Ashley Stinehour.

At one point, Officer Walsh’s girlfriend called her cell phone. Chief Graham took Officer Walsh’s phone from her hands and began speaking to her girlfriend. Officer Walsh’s girlfriend told her that Chief Graham asked why she wasn’t present and continued to question what she was doing that night, where she was going and when she would be home. Officer Walsh’s girlfriend expressed to her that she never wanted to speak with Chief Graham “like that again” and that she felt that the fact that he even wanted to talk to her at all was highly inappropriate.

Over the course of the last year, Officer Walsh has had to endure countless attacks of sexual harassment from Chief K. Gregory Graham. Chief Graham is aware of Officer Walsh’s open homosexuality, and almost always intertwines that subject into the conversations that he has with her. It has become commonplace for Chief Graham to make inappropriate comments about the women that Officer Walsh has dated, and has invited as her guest to Ocala Police Department functions. Chief Graham routinely comments on their attractiveness, and inquirers about how she is able to find and date such beautiful women.

Officer Walsh feels as though each time she comes into contact with Chief Graham, the topic of their conversation shifts to her relationship, or her sexual preference, in general.”

Specific encounters as stated in complaint

    February 1, 2016:

“At a department awards ceremony, Officer Walsh’s girlfriend attended to watch her accept an award. After the presentation, Chief Graham asked Officer Walsh about her date and made a comment to Officer Walsh about her appearance and implied that he would be interested in trading sexual partners with her. He introduced himself to Officer Walsh’s date, and later, the date expressed to Officer Walsh that Chief Graham made her feel uncomfortable by the way he looked at her and spoke to her. A male officer was present during the interaction between Officer Walsh and Chief Graham. Chief Graham had also made a sexually charged comment about seeing Officer Walsh’s date from behind.”

    Roughly six months ago:

“Chief Graham made a statement about how he would love it if Officer Walsh dated his daughter, but would be concerned if Officer Walsh came to his home for fear that she would end up in bed with his wife for a sexual encounter.”

    May 13, 2016:

“While conducting K9 training at a location close to the Police Department, Chief Graham pulled up to the area and rolled down his window. Officer Walsh was with Sgt. Lisa Bienko and Officer Kyle Howie. After a few minutes of small talk, Chief Graham told Officer Walsh that he had recently seen a photograph of her from the past in which she was wearing her hair down and it was long and dark. He also commented that she was wearing make-up. Officer Walsh responded by questioning what the point was and he replied that he would just leave it at that as to not say anything inappropriate. He made the sound, yum, yum, yum.”

    May 19, 2016:

“At the Fallen Officer Memorial ceremony in Ocala, Officer Walsh was approached by Mrs. Graham, the Chief’s wife. Chief Graham walked up to the women during their conversation. Mrs. Graham was expressing interest in doing a ride along with Officer Walsh, but Chief Graham quickly interjected and implied that Officer Walsh would be likely to act in an unprofessional way with Mrs. Graham in her vehicle by engaging in intimate behavior together.”

May 14, 2016, abuse to officer Rachel Mangum:

“In addition to Officer Walsh’s perspective explained above, Officer Mangum suffered additional unwelcome sexual advances and physical and verbal conduct of a sexual nature during the same incident.

Officer Mangum asserts that a drinking game which required one person to ask an inappropriate, mostly sexual in nature question to another participant ensued requiring one person to ask another if they had engaged in the act mentioned in the past. If they had engaged in the act mentioned, they would take a drink of an alcoholic beverage. Officer Mangum left the table to use the restroom. Disturbingly, upon her return to the table, Chief Graham, shouted (it was a crowded bar) “I have something for you…” pointing at Officer Mangum. She responded in a confused manner, and Chief Graham stated, “Never have I ever had a c**k shoved in my a*s!” Officer Mangum was humiliated, disgusted, and offended at the unwelcome, abusive comment. She tried to redirect the conversation so as not to draw attention to herself or the situation at hand.

Again, during the same incident, Officer Mangum also witnessed Chief Graham initiate a conversation in reference to which female Officer sitting at the table had the best looking breasts. At which time, Officer Matthew Sams heard Chief Graham state Officer Mangum had the “nicest tits at the table.”

Also during this time, Chief Graham was continuously bothering Sgt. Casey Eades for her personal cell phone, attempting to unlock the password. They were at times physically sparring; Sgt. Eades in an attempt to keep her cell phone away from Chief Graham, and Chief Graham in an attempt to obtain the phone. During the tussle, Chief Graham kept stating, “let me see your titty pics.” At one point the phone was in Officer Mangum’s possession. Because she was so uncomfortable with the events she quickly put the cell phone on the side of the table where Sgt. Eades was sitting, and stated that she was not getting involved.

Additionally, while all the officers were sitting at the table, Officer Mangum observed Chief Graham take Sgt. Eades by the top of her head, and pull her head onto his lap, in an attempt to simulate the action of performing oral sex on Chief Graham.”

    ***

The report also states that phone records prove that Chief Graham has engaged in inappropriate conduct with female officers, namely Sgt. Casey Eades.

The complaint states, “It is a commonly held belief, for various reasons, that Chief Graham is engaging in sexual relations with his subordinate officer, Sgt. Casey Eades.”

    ***

In the same complaint, Chief Graham is accused of manipulating complaints against officers by purging them out of the system every five years. The complaint states that this is only done for certain officers and that, other officers remain in the system, especially if they are not on Chief Grahams “nice list.”

Additionally, Sgt. Dustin Keuntjes and Chief Graham are accused of being racist.

The complaint states, “It’s a known fact that there is a black side and white side at OPD.”

Sgt. Keuntjes is also accused of endangering Officer Tony J. Watts’  life during a meth lab bust. Watts, who is black, is still recovering from his injuries and may have permanent damage.

Watts has stated that Sgt. Keuntjes has made racial remarks on many occasions and that, Chief Graham overlooks the problem.

According to more than a dozen OPD officers, Sgt. Keuntjes and Chief Graham are close friends.

    ***

This type behavior seems to be commonplace at OPD.

Ocala Post is also investigating Officers Jessica Nasworth and Richard Tuck.

Both of these officers have been accused of meddling in civil matters that are not the concern of law enforcement and allegedly abusing their power as officers during those situations.

According to reports, Officer Nasworth, who has been dubbed the “man hater”, has a habit of trying to coerce women into filing unnecessary injunctions when responding to non-violent domestic calls.

For example, a nosy neighbor called police when a husband and wife were having a verbal argument about their divorce. Knowing the argument was not physical, Officer Nasworth tried, on several occasions, to convince the wife that her husband was dangerous. She did this by making false statements about the husband.

In one case, Officer Nasworth berated the husband. She stuck out her chest and got in his face as if she were trying to antagonize the husband to strike her. The more polite the husband became, the more aggressive Officer Nasworth acted.

During that same situation, Officer Tuck transported the heavily intoxicated female to the Marion County Sheriff’s Office and forced her to file injunction papers. The Sheriff’s Office refused, citing it was only a verbal argument over the phone and that an injunction was not warranted. However, Officer Tuck insisted. Officer Tuck told the female that she did not have a choice in the matter. While intoxicated, he forced her to sign the papers. Two days later, when the judge learned of the circumstances in the case, the injunction was immediately dismissed. The judge stated that signing a legal document while impaired is illegal in all 50 states.

Oddly enough, Officer Tuck was recently promoted to Detective. According to an unnamed source, there were not any open detective positions available at the time of his promotion. The position was allegedly wrongfully created for Officer Tuck.

Earlier this year, Officer Nasworth was investigated after her husband informed Chief Graham that she had been having a sexual affair with several other OPD officers. Although some media outlets reported that she had been demoted, Chief Graham confirmed to Ocala Post that he had “talked” to her about her actions, but she maintained her position within the agency.

Nasworth does however have a suspension on her record after she failed to report an off-duty bar fight.

    Complaint Conclusion

“This document reflects a mere fraction of the incidents that have occurred under Chief Graham’s direction, influence, insistence, and upon his own action. A thorough investigation, conducted by an unbiased, independent third-party will substantiate all of these assertions, and more.

Unfortunately, Chief K. Gregory Graham has decided to wield his position of power to terrorize and abuse women, minorities, and anyone that disagrees with his decisions and orders. At minimum, many good police officers have suffered significant blows to their employee files at the hands of Chief Graham, at worst many have lost the opportunity to be Law Enforcement Officers.

His discriminatory practices must be stopped. Undersigned Counsel can’t imagine a world where the Chief of a Police Department is authorized and supported by his superiors to ask a female “never have I ever had a c**k shoved in my a*s….”; Or allowed to prey on an openly gay female Officer in an attempt to feed his misogynistic, sexually deviant appetite; Or to engage in late night trysts with his subordinates; Or allowed to cause a nine (9) year highly respected Police Officer, never written up prior to his employment with OPD, to be targeted, treated unfairly and all around harassed, bullied, and retaliated against because he is black; Or to be able to use subordinate supervisors to do his bidding creating a clear and distinct divide amongst the Department at large. There is not a world that exists in which those actions would be tolerated. Clearly, Ocala, Florida can’t be any different.”

Multiple officers stated to Ocala Post that, “unless an officer is good friends with Graham or his supervisor buddies, an honest officer does not stand a chance within the agency.” One officer told Ocala Post that other officers have quit the agency because of the hostile work environment.

    City’s response

City of Ocala Mayor Kent Quinn said that an investigation into the allegations has been launched.

The city has obtained an attorney from Tallahassee to handle the case.

The Mayor did not wish to comment about the allegations at this time.

As for Chief Graham, he will remain on active duty while the allegations are investigated.

In an e-mail to Ocala Post, Chief Graham wrote, “I deny the allegations. My position and defense will be presented by my attorney.”

The Law Office of Bobi J. Frank, PA, requested that an independent, third-party be enlisted to conduct the investigation into these matters.
